 Report on Asset Stripping in Communities!!

 APY has received the Investigator’s preliminary report in relation to complaints of asset stripping from some communities.

 In one case, several items of equipment were removed from a community without consultation. As a result of the investigation, the NGO which removed the items contacted the community to discuss the matter and the equipment is on its way back to the community.

Asset Stripping in Communities!!

APY has received a number of complaints from communities about asset stripping. The complaints are of two kinds.

First, vehicles and other assets are being taken by NGOs.

Second, government departments and NGOs are trying to take over houses and buildings without obtaining tenure from APY and ignoring the interests of the traditional owners.

FaHCSIA and the Special Administrator of AP Services arranged a meeting for Chairpersons, called an AP Services Advisory Committee meeting on Wednesday 7 October 2009, the same day as the APY Executive Board meeting.  Doing this was a gross disrespect to the elected governance of the APY Lands. Chairpersons on the APY Executive Board were made to choose and take sides which meeting they would attend. They chose to attend the APY Executive Board meeting.

Solicitors acting for APY (Finlaysons) have given notice to the Special Administrator of AP Services that they must:

  • account for money received from Anangu pensions and CDEP for housing rental. The accounts of AP Services to 30 June 2008 show $450,000 was collected from Anangu for rent with at least $165,000 admitted as being held prior to the commencement of the Special Administration in February 2009;
  • provide an accounting of housing Repairs & Maintenance money handled by AP Services to 19 March 2008; and,
  • sign up to APY’s standard NGO contract to regulate its conduct on the Lands and occupation of premises and pay rent to traditional owners.
